The Tory lord plunging 95,000 into poverty with his “bedroom tax” stays in an eight-bedroom country mansion ... when he’s not living in his £1.9million London home, the Sunday People has revealed. Lord Freud was accused of being an out of touch hypocrite last night after provoking a storm of criticism this week defending the tax which will see some of Britain’s poorest families charged for spare bedrooms. And thousands face being turfed out on the streets if they cannot afford it.

Lord Freud owns a huge, historic country pile – one of the oldest in England – in Kent, which he uses for weekends and holidays. During the week, the father of three, 62, whose children have grown up and moved out, lives with his wife Priscilla in a four-bedroom townhouse in Highgate – that’s three MORE spare bedrooms – while working as David Cameron’s Welfare Minister on the front benches of the Tory party. It will astonish those in social housing who face losing their homes if they cannot afford to pay bedroom tax when the reforms are pushed through in April.

Labour MP Jon Cruddas said: “The bedroom tax is one of the most abhorrent attacks yet by this Government on some of the poorest people in Britain. Now we learn one of its architects has ten spare rooms himself. “This is rank hypocrisy and more evidence of how out of touch this Government is with normal people. How would Lord Freud feel if he was told to downsize his properties?” The tax – officially called “under occupancy tax” – means people in social housing who have a spare bedroom will find housing benefit claims reduced by £40 to £80 a month.

Anyone in housing association homes or council housing with a spare bedroom will lose 14 per cent of housing benefit, or 25 per cent if they have two spare rooms – despite the lack of one bedroom council homes. The bedroom tax will see 666,000 working-age social tenants losing an average £14 a week. Housing association tenants face losing £16 a week. It is estimated 95,000 people will not be able to afford the changes. All claimants with at least one spare bedroom will be affected, including separated parents who share child care and may have been allocated an extra bedroom, foster families and those with disabled children. Lord Freud, the great-grandson of psychoanalyst Sigmund, has been responsible for overhauling the benefits system after leaving Labour as an independent advisor and joining the Conservatives in 2009. He is also behind the controversial Universal Credit – due in the autumn.

He went into meltdown when he tried to defend his policy on BBC Radio Five Live this week when he told Graeme Gair from Inverness that he did not deserve a spare bedroom for his children as they only stay with him on weekends and holidays. Flustered Freud tried to bluff his way out of it by repeating the policy. His attitude provoked a storm on social networks. But the Lord’s Eastry Court, a listed building, has plenty of room for guests. One local said: “It’s an enormous place. There are passages going off in all directions.”

Remember the squeals of protest when a mansion tax was floated for proud owners of multi-million pound homes? Overruled by the Tories, the policy died in a ditch. But where are the screams of outrage over the bedroom tax, due to hammer 670,000 already struggling people in April? If you rent your home from the council or a housing association and have a spare room, you could end up having to cough up £80 extra a month. It doesn’t matter if your kids have left home, your son is on tour in the Army, or you’re ill and keeping somewhere for your carer to stay over – if the room is empty for over 13 weeks, you’ll have to pay up. If you don’t like it, the Tories say, then you should downsize.

We’re told this is about bringing down the £21billion housing benefit bill. But we’d save much more if we stopped using housing benefit to line the pockets of private landlords charging absurd rents. Building homes would create jobs, and if we brought rents under control, we could bring down the housing benefit bill. What’s worse is this comes on top of other Tory raids on people’s livelihoods – all while real wages fall.

No wonder Save The Children reports parents choosing between heating homes and feeding their kids. At the same time, David Cameron’s wealthy friends are getting tax cuts. The Tories want us to fight each other with talk of strivers versus skivers – but don’t forget, it’s Cameron and his mates mugging hundreds of thousands of people who are striving just to get by.

    They cheered, they guffawed, they mocked. Picture the scene, and don't forget it as the next two and a half years of Cameron's Britain drag on: a smug pack of over-paid Tory MPs – some worth millions – sniggering as they prepared to slash the incomes of Britain's already struggling poor. Labour's Lisa Nandy and Ian Mearns pleaded with them in the Chamber, vainly, to stop laughing. Not since 1931 has a Government attempted to deliberately, consciously reduce the incomes of the poor. Oh, the hilarity.

    The cap on in-work and out-of-work benefits is the culmination of a systematic campaign by the Tories and their media allies to turn large sections of the population against each other. “Strivers” versus “skivers” and “shirkers”; sinister images of the workshy and feckless with their curtains drawn: this is a near-daily diet of poison in Cameron's Britain. The substance of their argument is this: you have been mugged and therefore your less deserving neighbour should be mugged too. They said it to private sector workers about their counterparts in the public sector, attempting to stir up envy at their supposedly over-generous “gold plated” pensions and pay settlements. Now the Tories attempt to exploit the resentment of public sector workers languishing under a de facto pay cut they have imposed themselves. Where is the justice if we do not pick-pocket your neighbour, too, with this benefits cap? There is a Yiddish expression - “chutzpah” - for such unapologetic shamelessness.

    A government of millionaires makes the poor poorer while trying to turn them against each other. And so a new generation learns to appreciate the passion behind Labour pin-up Nye Bevan's famed declaration in 1948 that the Tories are “lower than vermin”.

    They jeer and they whoop now, but this is surely overreach. “Today Labour Are Voting To Increase Benefits By More Than Workers' Wages” is the latest Tory hit poster, claiming that they are “Standing Up For Hardworking People.” The Tories' recently hired arch-spinner Lynton Crosby has been quick to inject his own brand of bile into the Tory operation. But this divide-and-rule propaganda makes no sense. Both those who work for their poverty and those who are without a job are having their pockets emptied by a cabal of ideologically-crazed millionaires. It is quite true that both private and public sector workers have faced years of flatlining or declining wages. But now millions of them will be hit with reduced tax credits, too. They must not get away with playing off people receiving benefits and workers facing shrinking pay packets: they are one and the same. First you are mugged by your boss, then you are mugged by the Tories.

    The baying of the Tories is loud enough; the voices of those affected have been all but airbrushed out of existence by the political establishment and a supine or sometimes criminally complicit media. Save The Children recently revealed a world that most of the commentariat don't even know – or want to know - exists: of parents choosing between heating their homes and feeding their kids; or skipping their meals to make sure their sons and daughters are nourished. Such is the conspiracy to deprive the electorate of the truth about the Government's onslaught on the welfare state that many don't even know they are about to be hit. With the Resolution Foundation projecting a 15 per cent decline in income for low earning families by 2020, they'll know soon enough. Research by the TUC last week showed that the more people know about the realities of the welfare state – about fraud, who gets benefits and how much they are really worth – the less likely they are to support Tory attacks. Here is the potential undoing of this vicious campaign.

    And what of the Lib Dems? Granted, it is a question that answers itself. Four votes against and two abstentions excepted, every last yellow-bellied man and woman marched through the voting lobbies with their Tory masters to shrink the incomes of the poor. That includes Tim Farron, the posturing Lib Dem President who will undoubtedly one day attempt to claim the leadership of whatever remains of this disreputable, discredited party: he may well be able to drive his diminished parliamentary party around in a London cab after 2015, just like the good old days of British Liberalism. “Many of us have been fighting the corner of vulnerable people for months and months now,” he tweeted me before voting to slash their income, “And I'll keep doing that every single day.” I'd suggest he was Machiavellian, if I was not in danger of inventing strategic ability where there is none. More than any other Coalition policy, this scandalous, grubby episode has exposed a rootless party, devoid of principle, stuffed with vacuous non-entities and mealy-mouthed voting fodder for the worst attacks inflicted on the poor since World War II. No forgiving, no forgetting; the dustbin of history awaits them, and deservedly so.

    This is not to let the Labour leadership off the hook. They were right to take on this cap – though, quite frankly, what is Labour for if it is not to defend the working poor and unemployed from Tory muggers? Yet it was a decision taken in the face of internal opposition behind the scenes from the party's Surrender Tendency. Former Home Secretary Jacqui Smith came out and openly savaged Ed Miliband for it. A period of silence would be most welcome, Jacqui.

    But Labour's response will always be hobbled when it is delivered by the likes of Liam Byrne. The right have cheerfully dug out his own contributions to the vile attempts to turn the working poor against the unemployed: “Labour is the party of hard workers, not free-riders. The clue is in the name. The party that said idleness is an evil. The party of workers, not shirkers.” Or indeed: “Let's face the tough truth – that many people on the doorstep felt that too often we were for shirkers no workers.” The grotesque sight of a Labour politician – a Labour politician – parroting the divide-and-rule bile of Tory demagogues. Not only is it shameful, it is self-defeating: there is nothing the Tories desire more than for this “debate” to be framed on their terms. They watch in satisfaction as senior Labour figures fuel the fire about “scroungers”, knowing full well that the more it burns, the broader the pool of their own potential support. The Tories have a confident, clear, consistent message; exactly what is missing from their opponents.

    Thieving from the poor while turning them against each other: any response but fury at what this government is doing is inexcusable. But it is not enough. This government – a government with a flimsy, pathetic excuse of a mandate – is intolerable, and it must be stopped in its tracks. No more silent simmering with rage. Demand the Labour leadership offer an opposition worthy of the name. Expose Tory lies at any and every opportunity. Give a platform to those battered by Tory savagery. Take to the streets. Strike, and support those who do. Learn from this country's proud history of peaceful civil disobedience. Sounds too radical, too extreme, or too much like hard work? In the years to come, you will be asked what you did to stop this horror show. And if you need another incentive, picture again those baying Tories, jeering as they mugged the poor.

    Male rights campaigners are setting up an anti-feminist political party and plan to stand against Harriet Harman and other prominent feminists at the next General Election.

    The ‘men power’ is being orchestrated by Mike Buchanan, 55, a former business consultant who opposes tokenism and says ‘our political elite has become detached from reality with its state- sponsored feminism’. Mr Buchanan is not some fruitcake of the Monster Raving Loony party ilk. A bookish fellow from Bath, full of statistics, he has recently given evidence to a parliamentary select committee. He has also been interviewed on Radio 4 and has spoken at political party conference fringe events about the Establishment’s demands for more women in boardrooms.

    Mr Buchanan chairs the Merit In Business campaign, which wants company directors appointed on ability rather than gender. He also argues that men’s jobs and men’s health have been imperilled by officialdom’s default feminism. ‘I now have the money in place, donated by supporters, to register a political party,’ he says. ‘Feminism is a reason for many male outcomes in modern Britain being poor. Male suicides are 3.7 times higher. More than 60 per cent of public-sector workers are women, 90 per cent of homeless people are men, 60 per cent of university students are female. For every seven people registered as unemployed, four are men.

    ‘Spending on diagnosing male-specific cancers is small compared with that on female- specific cancers.’ Mr Buchanan has yet to decide on a name for his party but says: ‘We will be neither Left nor Right. Although feminism obviously has Left-wing roots, the working class has suffered most from it. Militant feminism has assaulted the family, too.’

    Mr Buchanan is thinking of putting up a candidate against David Cameron. He accuses the Prime Minister of ‘pursuing the hate-filled agendas of Harriet Harman and her ilk’. ‘Female-on-male domestic violence is as common as male-on-female, yet the provision of sheltered housing for women hugely exceeds that for men,’ he says. ‘Militant feminism is largely funded by government domestic-violence grants. Yet feminists continue to moan about “the patriarchy”.’

    BLACKLISTING A SCANDAL THAT NOW DEMANDS ACTION

    Thousands have been driven out of work in Britain by corporate spying outfits. It's an outrage that calls for more than an inquiry

    Workers across Britain have been systematically and illegally forced into unemployment by some of the country's biggest companies.

    As in the phone-hacking scandal, the evidence of illegality, surveillance and conspiracy is incontrovertible. In both cases, the number of victims already runs into thousands. And household names are deeply tied up in both controversies – though as targets in one and perpetrators in the other. But when it comes to the blacklisting scandal, the damage can't only be measured in distress and invasion of privacy. Its impact has already been felt in years of enforced joblessness, millions of pounds in lost income, family and psychological breakdown, emigration and suicides. It's now clear that workers across Britain have been systematically and illegally forced into unemployment for trade union activity – often on publicly funded projects and in collusion with the police and security services – by some of the country's biggest companies, using secret lists drawn up by corporate spying agencies.

    Liberty has equated blacklisting with phone hacking, insisting that the "consequences for our democracy are just as grave". Keith Ewing, professor of public law at King's College London, calls it the "worst human rights abuse in relation to workers" in Britain in half a century. But whereas David Cameron ordered a public inquiry into hacking, he rejected any investigation of blacklisting out of hand. And while a mainly anti-union media has largely ignored the scandal, all the signs are that it's continuing right now, in flagship public projects such as the £15bn Crossrail network across the south-east. Thanks to leaks, tribunals, evidence to MPs and an information commissioner's raid, we now know that one of those private espionage outfits, the Consulting Association, had 3,213 names on its blacklist before it was shut down in 2009. Most were construction workers, based at sites from Clwyd to Croydon, but they also included environmental activists.

    For an annual subscription of £3,500, 44 construction and outsourcing giants such as Balfour Beatty, Carillion, Sir Robert McAlpine and Wimpey paid £2.20 a shot for "intelligence" on the 40,000 names a year they ran past the association's database. For that they could have access to such gems as "keeps extremely interesting company", "union activity", "brought in H&S issues", "politically motivated", "troublemaker", "recently seen at a leftwing meeting" and "girlfriend … involved in several marriages of convenience". Mostly, workers were branded "involved in dispute" or "company given details and not employed". Through this covert power, building workers were driven on to the dole during a construction boom. Both Dave Smith, an engineer, and Steve Acheson, an electrician, were sacked from one major construction job after another after raising health and safety concerns (asbestos and lack of drying facilities) over a decade ago. They have never been able to work in the trade for more than a few weeks ever since.

    Their cards had been marked by blacklisters. "Those people ruined my life," Acheson says. For some workers, they destroyed it. After hundreds involved in disputes on London's Jubilee line extension were blacklisted in 2000, at least two who were unable to find work committed suicide. The Consulting Association, which used material the Information Commissioner's office said "could only be supplied by the police or security services", was fined £5,000 for breaching data protection law (paid by the Conservative donor Sir Robert McAlpine). Blacklisting was formally outlawed in 2010, but covert arrangements are by their nature difficult to expose. Corporate managers who have been revealed to have been up to their necks in blacklisting are now running major publicly funded projects – including Crossrail and the Carillion-run PFI Great Western Hospital in Swindon – that are the focus of new blacklisting and bullying disputes.

    Last week, Ian Kerr, the man who headed the Consulting Association, spoke in public for the first time, telling MPs there had been an "awful lot of discussion" between Crossrail contractors and his outfit, as well as those at the Olympic Park, Wembley stadium and other public construction projects. "Like it or not," he declared, blacklisting "will always be there". Of course blacklisting isn't new. Throughout the cold war, the virulently rightwing Economic League ran a similar corporate espionage outfit, from where Kerr brought his database. And more recently civil servants, police and corporations have been shown to work hand in glove against climate change and other environmental activists.

    Nor is blacklisting confined to construction, where unions still have real power. But in a deregulated economy – where union weakness has helped slash the share of wages in national income and an anti-union firm such as Starbucks can announce it's cutting staff benefits on the day it's in the public dock for tax dodging – this ugly corporate victimisation isn't just an outrage against civil liberties. It's also a block on the revival of union organisation essential to turning the tide of inequality – and the defence of those paying the price of a failed economic model. Labour, which took 11 years to put its own ban on blacklisting into law out of deference to big business, now needs to commit to tougher rights at work. The scandal of corporate blacklisting doesn't just demand a public inquiry and compensation, but a real shift of direction on power in the workplace.

    Sir Cyril Smith was a sex abuser of boys in the late 1960s, police have accepted.

    The news comes as the Crown Prosecution Service admitted he should have been charged with the crimes more than 40 years ago. In a statement, Greater Manchester Police said the boys "were victims of physical and sexual abuse" by the ex-Rochdale MP. Sir Cyril was never charged despite investigations in 1970, 1998, and 1999. A file compiled by Lancashire Constabulary in 1970, contained allegations made by eight men that they had been subjected to indecent assaults by Sir Cyril, when they were teenagers. It was handed to the first Director of Public Prosecutions (DPP), and contained statements that were very similar in nature, the CPS confirmed.

    However, DPP Norman Skelhorn wrote to the Chief Constable of Lancashire on 19 March 1970 stating: "I do not consider that if proceedings for indecent assault were to be taken against Smith, there would be a reasonable prospect of conviction." Nazir Afzal, chief prosecutor for the CPS in the North West has now accepted that this "way of thinking bears little resemblance to how such cases are assessed today".

    "The decision made by the CPS in 1970 would not be made today," he admitted.

    However the facade was smashed this week when Owen Jones, a young journo at the Independent broke the mould of the pathetic attempt to address the police/ fascist state that sees UK politics develop to a point where murder and death is the FINAL solution for the vile Tory , Liberal and Labour scum and filth, that are cheered on by that carefully selected audience. This happens on queue as statistics are read out by Jones on the number of murders, reaching into the thousands, of those poor souls deemed fit for work while either on deaths door, through life threatening illness or through the psychological torture being meted out by the utter dregs of this earth hand picked by the tories within the DWP and ATOS to act as third party murderers, doing the dirty work for David Cameron and his evil tory henchmen like Chris Grayling and Iain Duncan Smith .     For a monthly newspaper published from a cellar by two idealistic young college lecturers, the scoop on the front page of the tiny Rochdale Alternative Press in May 1979 was truly sensational.

    Known as RAP, the newspaper, which cost nine pence and was distributed by volunteers in pubs, devoted its entire cover to a story headlined: Strange Case of Smith the Man. Inside, across two pages, the report detailed — in harrowing, graphic terms — the systematic sexual abuse of young boys at a children’s home set up by local dignitaries and funded by the Lancashire town’s Rotary Club. But what really created a stir was the man identified as the chief paedophile: Cyril Smith. Elected as the local Liberal MP in 1972, a position he held for the next 20 years, the 29-stone 50-year-old was as famous for his weight as his political views. A regular on the chat-show circuit of the time, he even appeared with Jimmy Savile, the now disgraced BBC disc jockey, on a celebrity edition of the DJ’s TV programme Clunk Click. Smith died from cancer two years ago but remains, officially, the fattest man ever to be an MP.

    Known nationally as ‘Big Cyril’, the unmarried politician had first come to prominence when he bizarrely named his mum as First Lady of Rochdale after he became mayor in 1966, saying he wanted to ‘thank her’ for everything. He later explained that he was a lifelong bachelor because politics meant ‘he hadn’t had a lot of time for courting women’. The politician’s predilection for young boys, however, was already the stuff of gossip and jokes in pubs around Rochdale, a close-knit community where secrets did not remain secret for long.

    The investigation published in the Rochdale Alternative Press grew out of saloon-bar chat at the Golden Ball, the local pub used for meetings by David Bartlett and John Walker, joint editors of the alternative newspaper, which was printed from a cellar in Bartlett’s home. With rumours circulating about Smith and young boys for years, and the MP standing for election under the strange banner ‘I am the Man’, the pair had decided to see whether there was credible evidence to back up such allegations. There was. After interviews with staff and former residents of the children’s home, and senior police officers aware of the allegations, at the end of a six-month investigation the newspaper had discovered nine victims willing to talk, and had four signed affidavits.

    With the backing of a prominent lawyer in London, who studied the evidence, the tiny newspaper published its damning conclusions, revealing how the local MP liked to carry out perverted ‘medical examinations’ of young boys in the care home and fondle them inappropriately. So what was the reaction to this extraordinary allegation? At first, there was mayhem. Other newspapers and television crews descended on Rochdale, buying up copies of the newspaper. Bartlett and Walker were interviewed. Photographs were taken. But then Smith, a famous, powerful figure, swiftly announced that he was taking out an injunction against RAP and backed up the threat by claiming he was also suing for libel. Private Eye published a follow-up story repeating the allegations — but that was it.

    ‘It was a gagging action [on Smith’s part] — to prevent anyone else writing about this,’ David Bartlett, now 74 and living in retirement on the Isle of Wight, told me this week. ‘Smith never did sue. He increased his majority at the next election. The whole thing died down and just faded away.’ Now, more than three decades later, the same claims about Big Cyril are finally being made at the highest level. With fresh impetus to uncover sexual abuse following the Savile scandal, police this week revealed that they have launched an investigation into the allegations.

    This development came after Simon Danczuk, the Labour MP for Rochdale, raised the matter in the House of Commons after victims contacted him to tell their stories. He described Smith as a ‘29st bully who imposed himself on his victims, leaving them humiliated, terrified and reduced to quivering wrecks’. If what the MP says is true, why were Smith’s victims ignored for so long? Did someone cover up for Smith, and if so, could he have been protected by figures in the government of the day? The question we must now consider is this: was Smith’s depravity indeed known about at the very highest levels of the Establishment, including the security services — and the plight of his victims ignored on the grounds of ‘political expediency’ at a time when he was key to a weak Labour government’s relationship with the Liberals?

    Raised by his mother, along with a brother and sister, in a two-room house, Cyril Smith had, apart from a brief spell working for the tax office, been involved in local politics for much of his life. In 1962, aged 34, he began taking a keen interest in youth matters in Rochdale — sitting on committees in charge of the Rochdale Youth Theatre, the Rochdale Youth Orchestra, the Youth Employment Committee, as well as the governorship of 29 local schools. As well as these duties, Smith also directed his energies into setting up a hostel for boys from deprived families in Rochdale, approaching poor parents and explaining that their child would be better off in care.

    Funded with council cash, as well as donations from prominent businessmen and the local Rotary club, Cambridge House opened in 1962. Crucially, Smith kept his own set of keys for the hostel, meaning that he could come and go as he pleased. Barry Fitton was a 15-year-old resident when he first had the misfortune to encounter Smith. Fitton was placed in the home because he was from a disadvantaged background — the son of a single mother — and had problems at school. ‘Everybody knew Cyril Smith,’ he told me. ‘He was very famous in Rochdale — he was very involved in things concerning young kids, boys’ clubs and things like that.’

    Fitton says he was sexually abused a number of times by Smith. ‘I was embarrassed, of course,’ he says. ‘I felt this was not right, but what could I do? He was an authority figure and I had to do what he said. He was such an important guy, and I was 15 and scared to death.’ Once, he was told he was to have a medical examination at Cambridge House. ‘I thought it would be a doctor, but it was Cyril Smith. He told me to take my pants down and he started to fondle me. I thought it was odd and not right, but as far as I was concerned, he was completely powerful.’ Other victims have also come forward, describing almost identical abuse, as well as ‘spanking’ sessions when the gargantuan Smith would arrive to discipline boys accused of breaking rules — and then ‘comfort’ them after physically abusing them. When he discovered that Barry Fitton had gone one day to hang around in Manchester, Smith summoned him to his office at the home for punishment, ordering the teenager to take his trousers down and bend over his knee. He then hit the boy.

    ‘He was big and heavy. You’ll have seen the size of his hands in pictures. Imagine how that would feel slapping you around,’ added Mr Fitton, now in his mid-60s and living in Amsterdam. ‘I was crying and he said “oh, there, there” and he stroked my bottom and fondled my buttocks. ‘There are still people in Rochdale who don’t believe that Cyril Smith was capable of doing these things. I think it should be brought out into the open, not just for my peace of mind but for other people’s peace of mind.’ So why did this not come out at the time? Our investigation has established that there were at least three separate police investigations into Smith — he became Sir Cyril after being knighted by the Queen in 1988 for public services — during the late 1960s and early 1970s.

    We can also reveal that the office of the Director of Public Prosecutions also sought outside opinion from a prominent barrister over whether charges should be brought in the 1970s. The barrister advised that there were sufficient grounds for prosecution. But the DPP still refused to act. Could the Home Office have blocked the charges? But the biggest issue of all is this: If there was a conspiracy that allowed Smith to evade justice, was it founded on the cynical political calculations of the day? For the fact is that throughout the years that his perversions were investigated by police, from 1974 until 1979, first the Conservatives and then Labour wooed Smith’s Liberal Party.

    The first General Election of 1974, in February, saw Labour win the most seats, but no overall majority. The Conservative Prime Minister, Edward Heath, opened negotiations with Liberal leader Jeremy Thorpe about forming a coalition government. Thorpe was himself the subject of squalid rumours that would culminate in his trial for the attempted murder of his homosexual lover (he was later acquitted). When the Heath-Thorpe talks broke down, Labour’s Harold Wilson formed a minority government. Although Wilson was returned with a slender majority in an election eight months later, that soon collapsed and in 1977 his successor, Jim Callaghan, and Thorpe’s replacement, David Steel, forged a Lib-Lab pact.

    Wilson was aware of the scandal around Thorpe long before his trial shortly in 1979, and had asked Special Branch to keep him informed. Any decision to prosecute Cyril Smith over allegations of homosexual child abuse could have proved just as devastating to Labour as to the Liberals. The question of who ran the country — so finely balanced because of the lack of a large majority — was at stake. Throughout these years, Smith, popular throughout the land on account of his bluff Northern manner, was even touted as a government minister, and had served as his party’s chief whip.

    According to police and legal sources with knowledge of these historic investigations, there was little appetite in Westminster for a high-profile trial. The source says: ‘With the Jeremy Thorpe scandal hanging over the political scene, it may have been politically expedient to sit on the matter. It appears Sir Cyril’s influence politically was just too great, and the issue was quashed.’ This would explain one of the murkiest episodes of all in the Smith scandal: the removal by MI5, Britain’s domestic intelligence wing, of police files containing reams of documents and sworn statements from victims of the MP.

    In what serving officers of the time believed was part of a sinister cover-up, these police files — ‘thick’ with allegations from boys abused by Smith — were seized by MI5 and have never been seen since. According to Tony Robinson, an officer with Lancashire Police in the 1970s, the files disappeared after an MI5 agent told him they needed to be sent to intelligence officials in London. After being taken out of the safe at Special Branch headquarters in Preston for despatch to the capital, the files vanished. ‘I looked through Sir Cyril’s file, which was kept in a safe in our office,’ he told a newspaper last week. ‘It was full of statements from young boys alleging abuse. It had been prepared for prosecution. Written across the top of it were the words: “No further action, not in the public interest. DPP [Director of Public Prosecutions].”’

    To add to the stench of a cover-up, the Crown Prosecution Service (CPS), having initially claimed to have ‘no knowledge’ of any police investigation, admitted this week that it had now ‘unearthed’ its own file about allegations against Smith from as long ago as the 1960s. Simon Danczuk MP told the Mail yesterday: ‘I am absolutely convinced there was a cover-up of Smith’s abuse. The question now is why, and why are ministers refusing to answer questions about police files full of allegations of abuse that were seized by Special Branch and buried? ‘Smith set a tone in Rochdale that made people like him think they could get away with this stuff, and I’ve no doubt that he was emboldened to carry on abusing children, all the time thinking that he was above the law.

    ‘The daughter of a victim who’s now passed away has told us her father went to his grave angry and ashamed about Smith having abused him.’ Despite persistent inquiries by the Mail over the past fortnight, the CPS has repeatedly refused to say who took the decision not to prosecute the MP, and why. Officials have also refused to answer any questions about specific allegations against the MP, or whether they will be made public. The truth is that, as in the Savile case, the authorities seem to have been woefully reluctant to prosecute a high-profile figure, despite investigating the steady swirl of allegations against him.

    And many of those involved in the case — police, victims, lawyers — believe the orders not to press charges came from the top, with Harold Wilson and Jim Callaghan, Labour Prime Ministers during different parts of the police probe, being involved in signing off decisions not to press ahead with charges so as not to upset their Liberal allies. Recent events prove that such allegations must be treated with all due caution — which is why the contents of those police files take on such great significance.

    So where are the police documents now? Nobody knows — yet. But what is certain is that, if there was an Establishment cover-up on behalf of Big Cyril, it is slowly but surely starting to unravel.

    lord mcalpine Lord McAlpine says abuse claims false and defamatory and issued his response amid claims over abuse at a north Wales children's home.

    Claims linking Lord McAlpine to alleged historical child abuse are "wholly false and seriously defamatory", the Conservative peer has said. He issued his denial after saying he had been named on the internet and by implication by other media over claims relating to a Wrexham children's home. The former party treasurer, 70, said he had visited Wrexham only once and had never been to the home. He said he wanted to "tackle these slurs and set the record straight".

    Lord McAlpine said that, in doing so, he had not given up his right to sue those who had defamed him and he would take all steps considered necessary to protect his interests. His denial comes after Steve Messham claimed on the BBC's Newsnight that he had been abused by a senior politician of the Thatcher era, who was not named, at the Bryn Estyn children's home. Lord McAlpine said: "I have never been to the children's home in Wrexham, nor have I ever visited any children's home, reform school or any other institution of a similar nature.

    "I have never stayed in a hotel in or near Wrexham, I did not own a Rolls-Royce, have never had a 'Gold card' or 'Harrods card' and never wear aftershave, all of which have been alleged. "I did not sexually abuse Mr Messham or any other residents of the children's home in Wrexham."

    'Mistaken identity'

    Lord McAlpine, whose grandfather founded the McAlpine construction firm, is a life peer who took the title of Baron McAlpine of West Green in Hampshire. He became Conservative Party Treasurer in the late 1970s and held the post until 1990. He now lives in Italy. He said there had been a "media frenzy" surrounding the child abuse allegations in Wales and "ill- or uninformed commentators" had used the internet to accuse him of something he had not done. Some newspapers on Friday reported that the peer had been a victim of mistaken identity.

    In his statement, Lord McAlpine, a father-of-three, said he was not accusing Mr Messham of acting maliciously but he insisted he was "mistaken and that he has identified the wrong person". "I have every sympathy for Mr Messham and for the many other young people who were sexually abused when they were residents of the children's home in Wrexham," said Lord McAlpine. He said any form of child abuse was "abhorrent" and he had "absolutely no sympathy" for the adults who committed crimes at the home.

    "Those who have been convicted were deservedly punished and those who have not yet been brought to justice should be as soon as possible," he said. Lord McAlpine said that on his one visit to Wrexham he had gone to the local Constituency Conservative Association in his then-capacity as deputy chairman of the party. He said he was accompanied on this trip by Stuart Newman, a Central Office agent, who has since died. Lord McAlpine said he would be "entirely willing" to meet police to be eliminated from their inquiries.

    'Witch-hunt'

    On Thursday, David Cameron said he feared a "witch-hunt" by those commenting online about child abuse allegations. The prime minister was commenting on ITV1's This Morning programme after being unexpectedly handed a list of names of people whom the show's presenter said were being mentioned online as paedophiles. Presenter Phillip Schofield, who said he had based the list on internet speculation, has been criticised for his actions during the live interview which had been addressing historical claims of a paedophile ring linked to No 10. Mr Cameron, who did not look at the list, said he was "worried" that speculation about unproven allegations could lead to a "witch-hunt particularly against people who are gay" and advised anyone with evidence of abuse to go to the police. Number 10 later described the move as a "silly stunt".

    London Mayor Boris Johnson branded it a "rum piece of journalism" and Labour's Chuka Umunna said it had been "foolish and irresponsible". Mr Schofield later insisted he had not been accusing anyone of anything and "it is essential that it is understood that I would never be part of any kind of witch-hunt". TV regulator Ofcom said it had received complaints about the programme.

    The north Wales abuse scandal re-emerged last week after Mr Messham called for a new investigation claiming a report by Sir Ronald Waterhouse in 2000 had not uncovered the full scale of the abuse. On Tuesday, Home Secretary Theresa May announced a new police inquiry is to investigate fresh allegations into the way police handled child abuse accusations in care homes during the 1970s and 80s. There will also be a judicial inquiry into the failings of previous judicial inquiries.

    Meanwhile, Flintshire Council chief executive Colin Everett has said he wants to publish a shelved 1996 report into the abuse claims. The Jillings report was never made public because of legal concerns.

    David Cameron fears a "witch-hunt" against gay people as a result of child abuse allegations circulating online.

    The prime minister made his comment after being unexpectedly handed a list of names on ITV1's This Morning, which the presenter said were being mentioned online as paedophiles. There have also since been claims by a victim that an unnamed prominent Conservative politician from the Thatcher era was involved in abuse in north Wales. Presenter Phillip Schofield told the prime minister that there were lots of allegations circulating online about people who might have carried out abuse.

    Online gossip

    Mr Cameron said that he had heard "all sorts of names being bandied around". During the live interview, the presenter handed the PM a card with the names on it, saying that they were people Mr Cameron knew and asking whether he would be talking to them. Mr Cameron replied with a warning: "There is a danger, if we're not careful, that this could turn into a sort of witch-hunt, particularly against people who are gay and I'm worried about the sort of thing you are doing right now - giving me a list of names that you've taken off the internet."

    Mr Cameron said that if anyone had any information about anyone who was a paedophile "no matter how high up in British society they are - that's what the police are for". Downing Street sources said Mr Cameron's fears about a "witch-hunt" were prompted by his objection to online gossip associating homosexuality with paedophilia. A senior aide to the prime minister said blameless people who were not connected to any child abuse investigations currently being carried out were being targeted by online gossip.

    It was "important allegations are handled properly - and people's reputations are not unnecessarily smeared", added the source. A string of official inquiries have been launched into child abuse allegations since revelations about the activities of BBC television star Jimmy Savile. Earlier this week, Home Secretary Theresa May announced a new police inquiry into allegations of child abuse in north Wales in the 1970s and 1980s.

    Separately, Mrs Justice Macur will investigate the terms of the Waterhouse abuse inquiry, which began in 1996. The Conservative Party has confirmed it is investigating reports linking one of Margaret Thatcher's former close aides to the allegations. Child protection charity the NSPCC has called on the government to commit to an over-arching "lessons learned" review to pull together the findings from all the current inquiries into child abuse, once they are completed.
